The concept of rewarding / penalizing persons for eco-consciousness sounds good. Its only then will they take it seriously. But I wonder how this thing actually works.

yeah.. the time-bank server concept looks little superfluous for the moment.. but yu neva when the concept wud take the shape of reality :)
